Birth centenary of Yugrishi

ITANAGAR, Jul 21: The members of Gayatri Pariwar would celebrate the birth centenary of  Yugrishi Pt Ram Sharma Acharya at Nirjuli, Naharlagun  and Itanagar and Doimukh  in a befitting manner on July 22 and 23.  Acharya initiated 100 points Yug Nirman Yojna, visited Himalayas several times and attained spiritual eminence.

The members  will also receive the Janma Satabdi  Rath Yatra of Yugrishi at Banderdewa on July 22 on the occasion.  Rath will also move to Yazali on July 24.

 

Farmer’s exposure visit

ITANAGAR, Jul 21: Sheep Society Tajgi has conducted three days exposure visits cum training on Vermi Compost and Organic Farming at Multi Disciplinary Centre, Doimukh from July 18-20.

The selected farmers of Upper Yachuli, Raga and Kurung Kumey District attended the programme with MDTC lecturer S Nath, S Hazarika and KC Gogoi as instructor cum resource persons.

 

PhD for Taidong

ITANAGAR, Jul 21:  Wangrao Taidong, son of Lt. Wanglot Taidong and Lt. Chakchen Taidong, of Rangkatu Village under Changlang District has been awarded Ph.D degree on July 19 by Rajiv Gandhi University for his thesis entitled, “Changing agrarian situation of the Longchangs: a study on sub-group of the Tangsas of Arunachal Pradesh”.

He has worked under the supervision of Sarit K. Chaudhuri, Associate Professor in Arunachal Institute of Tribal studies (AITS). He is the first student of the Longchang/Tangsa Tribe of Changlang District to receive such degree under Rajiv Gandhi University. He did his post-graduation in Anthropology from the same University.

 

Felicitations

ITANAGAR, Jul 21: All Kimin Students’ Union (AKSU) felicitated Bamang Tito, Nabam Rinu, Bengia Martha, Hillang Tacha, Nabam Kakum for their excellent performance in the CBSE class X and XII Examination 2011 in a felicitation function organized by the union at Kimin recently.

The function was attended by PRI leaders, GBs and public.

Speaking on the occasion as Chief Guest, former Anchal Chairperson Tai Tayu emphasized the need of quality education and urged the parents to cooperate and give time to their children to ensure better education.

Landslide poses danger to Monastery

ITANAGAR, Jul 21: Two monumental structures of state Capital is on the verge of collapse following devastating rain in the last couple of days.  Triggered by rain, there is extensive landslide around Thupten Ga-Tseling Monastery in Itanagar and Siddharth Vihar Community Hall. The beautiful Buddhist monastery is in danger of going down the hill if authorities do not take urgent steps to save this monument while the landslide around the Community hall is posing great risk to both the structures.

The staff quarter of monastery which houses number of monks and medical staffs of Men Tsee Khang hospital is on the verge of perishing. Half of the protection wall built nearby staff quarter has been washed by recent rain. In fact monastery authorities have decided to vacate out of staff quarter if heavy rain again lashes capital as landslide poses serious threat. Same is the condition of Sidhhart Vihar hall a popular destination to hold various cultural events. There is every probability that this hall too will perish because of soil erosion caused by heavy rainfall. There is an urgent need for intervention by capital administration to save Thupten Ga-Tseling Monastery and Siddharth Vihar.

Meanwhile Itanagar Buddhist Cultural Society (IBCS) has appealed to the concern authorities to look into this matter with seriousness. Recently members of IBCS had submitted a memorandum to Chief Minister Jarbom Gamlin regarding need for construction of protection wall around monastery and also for improvement of road leading to monastery. Further they had intimated tourism minister Pema Khandu also in this regard.

 

Accept stapled visa: AOA tells Centre

ITANAGAR, Jul 21: Arunachal Olympic Association (AOA) today demanded the Centre to accept stapled visas issued to the people of Arunachal Pradesh by China as a valid paper to travel to that country till the controversial visa issue is resolved.

People of Arunachal Pradesh, especially sportspersons, should be allowed to travel to China with stapled visa until both India and China resolve the issue, AOA Secretary General G Doke commented while reacting to the news item that Chinese Embassy in New Delhi gave stapled visas to three karate players and two officials from Arunachal Pradesh, who formed part of the China bound Indian karate team for the 11th Asian Karate-do Championship at Quanghou City in Fujian province of China scheduled from July 20 to 25.  Due to issuance of stapled visa, they were unable to represent the country in the championship.

“The incident is no less than a humiliation. The people of this remote northeastern state have been repeatedly denied normal visas as if they were not Indian citizens,” Doke lamented. He urged all the three MPs of Arunachal to raise the issue vigorously in both houses of Parliament.

Holding the Centre’s dual policy responsible for this unfortunate incident due to which the sportspersons of Arunachal Pradesh are suffering for no fault of theirs,  the AOA Secretary General demanded the Central Government to resolve the visa problem with its Chinese counterpart without any further delay so that people of this state do not face the same problem in future.

He appreciated Chief Minister Jarbom Gamlin, AAPSU and ACR for raising concern over the issue and appealed to the CM to take up the issue seriously.

Indian Weightlifting Federation (IWF) Joint Secretary Abraham K Techi opined that the Indian authority should have prevented the rest of the China bound Indian team from taking part in the championship as a token of protest. But, it did not happen, Abraham lamented. “This kind of attitude on the part of the mainstream people has not only hurt the sentiment of the people of Arunachal Pradesh but also compelled them to re-think if they were part of the country.  Further,  the incident has definitely brought down the morale of those up-coming players, who could not participate for no fault of theirs,” he added.

India Government does not accept stapled visa as a valid paper to travel to China.  

Earlier in January this year, China had issued stapled visas to Indian Weightlifting Federation Joint Secretary Abraham K Techi and weightlifter Yukar Sibi.

 

Cases of child labour in Lower Dibang Valley, notices served

ROING, Jul 21: The District Administration of Lower Dibang Valley District has recently conducted inspection under Child Labour (Prohibition & Regulation) Act  in various establishments in the district headquarters.

The consolidated inspection reports submitted by District Labour & Employment Officer cum Inspector revealed that there are incidences of Child Labour  in the district involving migrant Child Labourers from other states. Most of the children are deprived of Right to education and paid very low wages. There are more than 100 Child Labourers in the district which couldn’t be established as Child Labourers due to reluctances on the part of the child and their parents and also on the part of the employer to provide correct information to the survey team.

Inspection under Minimum Wages Act 1948 and Payment of Wages Act 1936 was also initiated by the inspection team along with the CL(P&R) Act 1986 to verify irregularities in both the Acts.

According to the survey reports conducted under CL(P&R) Act 1986, 21 establishments has been inspected in which 6 Child Labourers has been identified while 45 of children were suspected to be as child labourers. Accordingly, show cause notice were issued to 6  employers while no prosecution was filed yet. The employers were asked to send the identified child labourers to Govt. School. It was also revealed that due to non existence of temporary children’s shelter, Rehabilitation centre and special school for such identified children in the district, the intensified inspection programme has been normally halted.

According to the survey reports conducted under MW Act 1948 and PW Act 1936, out of 21 establishments inspected, 14 were found with irregularities in the form of payment below Govt. wage rate notification, non-maintenance of records/registers of payment. Show cause notices were issued to them as well.

As per the CL (P&R) Act 1986, no child below 14 years of age shall be employed or permitted to work in any factory or mine or engaged in other hazardous work and also it has to be seen that all children are given education till the age of 14 years and that the tender age of children is not abused and citizens are not forced by economic necessity to enter avocation unsuited to their age. DA inspects landslide affected areas

ITANAGAR, Jul 21: The Papum Pare Deputy Commissioner Pige Ligu along with SP yesterday visited B-Sector, Doimukh and took stock of the damages caused by heavy rain on July 19 last. At least five SP type building completely damaged in landslide in B sector. Two persons, namely, Robin Nabam and his wife received severe injuries and are currently admitted at general hospital, Naharlagun for treatment. Many roads and culverts have also been washed away during landslide.

During his visit, the DC directed the officer concerned to keep vigil on the situation and submit report to Govt for necessary action.

 

Model Sports Club & Moni Deori FC win in Tiger 7 Soccer tourney

ITANAGAR, Jul 21: Model Sports Club (MSC) grounded Senki Soccer Club 6-1 in a one-sided match in the second state level Tiger 7 soccer tournament at Rajiv Gandhi stadium Naharlagun, today.

Model Sports Club shot into lead 9 minutes into the match through a goal from Khoda Rajen. However it was equalized in 18th minutes through goal from Tero Dodum. MSC made it  2-1 in the first half through a 27 minute goal from Techi Takar.

The second half was completely dominated by MSC players. They added four more goals to make the final score 6-1.

In another match of the day, Moni Deori FC defeated Capital Complex Sports Club -’A’ team  by 3-1 goals. Page Tashi (13, 42 min.) and Tai Bharat (51 min.) were the scorer of the winning team.

Today’s match: 1st match: Gora Makik SC ‘A’ vs Gora Makik SC ‘B’ (1 pm); 2nd match: All Blacks vs Empires Club (2.30 pm); 3rd match:  BT XI vs Jubilee SC (4 pm).

 

Students demarcate school boundary

ITANAGAR, Jul 21: All Mishmi Students Union (AMSU) conducted social service at Walong middle school from 17th to 20th July. Around 500 hundred students from various govt schools of Lohit participated in the social service. The main purpose of conducting the social service was to demarcate the school boundary as per the government allotted land for school in the year 1986.

AMSU has appealed to the concerned authority to properly demarcate the school boundary at the earliest for the greater interest of student communities. Union further resolved to continue fighting till boundary problem of Walong Middle School is resolved.

 

NGO lease land to UD for dumping ground

Aalo, Jul 21: An Aalo based NGO, Aalo East Youth Welfare Association has leased out a plot of land measuring 3000 sq. m at Gorak area under Torak village at a distance of 12 Km from Aalo Township free of cost.

The noble endeavor of the association comes as a relief to the Urban Development Department as the department has been facing difficulty to dispose off entire garbage of Aalo Township after objection was raised to dispose off garbage at Hissam Colony. The land has been leased out to UD department for a period of one year till further alternative arrangement is worked out by the department. The NGOs has executed a lease deed with owner of the land with certain terms and condition.

The NGO which works to create awareness on prevention of diseases, preservation and protection of forest and wild life, global warming, development of town made an official communication to this effect through Gokar Diyum, President of the NGO.

 

Various events to mark Akshay Urja Diwas

ITANAGAR, Jul 21: As part of Akshay Urja Diwas to commemorate the birth anniversary of former Prime Minister Rajiv Gandhi, a series of programmes including mass rallies, essay writing, painting and quiz competitions on the theme of New and Renewable Energy sources are going to be organized in the State capitals across the country.

The Arunachal Pradesh Energy Development Agency (APEDA) is also observing the Akshay Urja Diwas at the Energy Park here on August 20 next in a befitting manner.

In this regard, the Agency is hosting several programmes - while drawing/painting for students of class I to V will be held on August 13, quiz (VI to VIII) and essay writing (IX to XII) competitions will be held the next day.

Meanwhile, the Information & Publicity Officer of APEDA, T Muri has urged all the principals/headmasters of various govt and private-run schools to send two students from each school for each competition and submit their names to APEDA officials. Union submits memo  to DDSE

ITANAGAR, Jul 21: All Mechukha Sub-Division Students’ Union (AMSSU) alleged that various Government officers/officials, doctors and teachers posted at Mechukha Sub Division are not attending their respective offices and schools regularly.

In its memorandum submitted to the West Siang DDSE,  the union informed that many schools in the sub-division are lying defunct for want of teachers while many teachers posted in Mechukha sub-division are not attending classes regularly which has hampered the academic studies of students. The union appealed to the DDSE to give necessary directives to those teachers to report for duties immediately. It also urged the DDSE to introduce Science stream at Mechukha HS School, post sufficient teachers in various schools of the sub-division, upgrade the Manigong Secondary School to Higher Secondary School and Tato Middle School to Secondary School.

Further, the Hospitals at Manigong and Tato are running without Doctors due to which patients are suffering a lot, AMSSU in its memorandum to the District Medical Officer informed and urged him to instruct doctors posted at both the hospitals to stay at their respective posting places.

 

Outreach health camp at Neuasa

KHONSA, Jul 21: An outreach health camp was organized by District Health Society Khonsa at a remote village of Neuasa under Longding circle today. It was attended by team of doctors and paramedical workers from District Hospital Khonsa.

184 patients suffering mostly from water borne disease were benefited from the camp.

Immunization and antenatal checkup of pregnant women was also carried out in the camp.

Simultaneously ‘World Population Fortnight’ was also observed in the village in which Dr.K.Perme and Dr.K.Matey carried out IEC activities. Various family planning methods like Condoms, Oral Pills, IUD and Emergency contraceptive pills were displayed during the campaign.

 

Teachers’ training held, teachers urged to guide society

KHONSA, Jul 21: A 3 -day teachers’ training on development of language skills is being held at DIET, Khonsa beginning from 21st July. Altogether 50 teachers from various schools of Tirap are attending. The trainees will be trained on development of language, basic mathematical concept and science teaching.  

The programme was inaugurated by Denhang Bosai, DIPRO. In his inaugural address, Bosai while underscoring the important role of the teachers in shaping the career of the students and destiny of the society, said that the teachers were not only the guardians of their students in schools but of the whole society and passionately implored them to rise to the occasion in moulding the young students into socially useful, productive and worthy citizens. He told the teachers that they occupy a special and unique position in the society adding that the teachers in India are revered at par with God- ‘acharya deva bhava’ and exhorted them to live up to the expectation of the parents and society. He further said that the teachers were dealing with the most vulnerable section of the society and urged them to be tactful, disciplined, well-informed and conduct themselves properly and decently as their every move and action is being watched closely and emulated by their students. The teachers must also try to adapt and adjust themselves to the present changed ambience, wherein a sea change has emerged in the process of learning and teaching and asked them to be fully equipped to meet the ever growing demands of the new generation of students who are more inquisitive and keen to explore new horizons, the chief guest concluded.

Earlier, AK Mishra, Lecturer DRC in his welcome speech outlined the agenda and programme for the training and thanked the trainees for their willing and active participation. AN Sah also a Lecturer, DRC threw light on the aims and objectives of the whole programme.

 

Union unhappy at officers

ITANAGAR, Jul 21: Lower Subansiri District Nyishi Students’ Union (LSDNSU) has urged the Deputy Commissioner to direct the officers to stay at their posting places at Pistana, Yazali, Kumporijo and Dollungmukh circle headquarters.

The peons and clerks are running the offices in absence of circle officers who are staying either at Ziro or at Itanagar, the union alleged. It further said that due to non-availability of officers, common people, particularly students are facing problems in getting ST/PR certificates.

Though many departmental offices were established in Yachuli and Raga blocks, but the official works are being performed by the officers from Ziro. As a result, the common people are facing lot of difficulties; the union said and requested the DC to ensure that the officers stay at their posting places in Yachuli and Raga.

The union also appealed to the DC to strictly monitor the construction of boys and girls hostel building and primary health centre under Multi- Sectoral Development Programme (MSDP) for quality implementation of the scheme and also direct the District Project Director cum-DDSE for strict implementation of RMSA and RTE as per guidelines.

Lastly, the Union urged the district administration to issue land allotment to their community at district headquarters.  

 

Landslide snaps road link

ITANAGAR, Jul 21: Roads connecting various places with district headquarter Seppa in East Kameng remained cut off due to landslide caused by heavy rainfall.

While informing this, the All East Kameng Students Union (AEKSU) appealed to department concerned to clear the road blockage as early as possible.

AEKSU, meanwhile, made a spot visit of the ongoing Storm Water Drainage scheme within the township and claimed to have found that the drains constructed are too small to drain out rain water which caused over flows leading to road blockage. The union appealed to the department concerned to execute the work properly and sincerely. It also stressed the need of more than one master drain in the whole township.

The Union also expressed dissatisfaction over the delay in road widening process of Seppa town and demanded the department concerned for early completion of the work.

AEKSU also appealed to all the MLAs to provide fund for the construction of dustbins in various colonies of the district headquarter to make the town neat and clean. It also reminded the legislature to take up the development issue as discussed in last district co-ordination meeting under the chairmanship of East Kameng deputy commissioner.

AEKSU also appealed to the state govt for early release of Special Package Assistance (SPA) of district headquarters.

The students’ union, meanwhile, condemned the absenteeism of various HoD of  the district which has caused delay in developmental activities. The union urged all the HoD to be a dutiful to speed up the developmental activities.

 

NSUI felicitates CBSE toppers

ITANAGAR, Jul 21: The State Unit National Students’ Union of India (NSUI) today felicitated 12 CBSE Class X and Class XII toppers of 2011 with merit certificate and cash awards.

While felicitating the students, NSUI president Kafa Bagang appealed them to keep up the same spirit to excel in their academic career and bring laurel to the state.

The programme was attended by APMCC president and former minister Yari Dulom as chief guest.

Former minister and APCC vice president Thupten Tempa, APCC general secretaries TC Tok, Minkir Lollen, PCC office bearers, frontal wing heads and NSUI members were present on the occasion..

 

Son kills his father

ZIRO, Jul 21: In a bizarre incident, one Tanya Bath, (50) of Joram Village under Ziro police station, Lower Subansiri district was allegedly killed by his son at around 7 am on Wednesday last, informed Ziro Police Station officer in-charge Inspector Tab Techi.

The deceased was allegedly shot by his son Tanya Tara with a 12-bore SBBL gun after some altercation between the two on family matters, the details of which was not disclosed.

The police team led by Techi has arrested the accused and seized the weapons used for the murder. The team also recovered the dead body which was concealed by the assailant. Post-mortem of the  body was conducted today.

A murder case  No 29/2011 has been registered at Ziro police station U/S 302/201/24 IPC (read with section 27) 3 Arms Act. DIPRO

Where will the contingency staff go?

Dear Editor,

This is in reference to written test for selection to the posts of peon/chowkidar/dak-runner/handyman and herbarium keeper which was conducted by state environment and forest department on June 14 last.

There are good numbers of in-service contingency staff who have been working in the department for the last long 16 years and above with meager salary. Therefore, instead of conducting interview for these post, the department should have thought of a proper recruitment policy for appointment of in-service contingency staff on seniority basis. It is also unfortunate to hear from the authority that in-service contingency staffs are entitled to be regularized through the written test only.  Now, I would like to ask the concerned authorities where will the in-service contingency staff with 15-16 year service go and who will give them justice. Department concerned should re-think over the pathetic condition of the in-service contingency staff before inviting new face. Other departments are considering  the genuine case of in-service contingency staff and the forest and environment department should follow the same line on humanitarian ground.

Therefore, I request the authorities concerned to cancel the written interview and regularize those in-service contingency staff. I would also like to request Chief Minister Jarbom Gamlin to intervene in the matter  and look into the plight of in-service contingency staff.

The road that needs government attention

Dear Editor,

I would like to draw the kind attention of both the Govts of Assam and Arunachal Pradesh regarding renovation of 21-km road from Soibari (Assam) to Seijosa APP check post (Arunachal Pradesh).

The road is the only life line for the people of the Pakke-Kessang constituency which connects the area with the rest of the country. But unfortunately neither the Arunachal Govt nor Assam Govt is taking interest in repairing the road which is laying in dilapidated condition since the 2004 flash flood.

We still remember the promise made by MP from Arunachal West during his last election campaign in Seijosa area.

He promised that he would repair the road within a month if he wins the election but all the promises gone in vain. It is almost more than two years of his election win but there is no voice from any corner yet. At the same time the deployment of Army or Paramilitary forces from Soibari (Assam) to Seijosa APP check post (AP) during day time is need of the hour to avoid recurrence of Boimara incident near Arunachal in recent past in which eight Govt employees were shot dead by suspected militant. Hence it is high time for the Govt of both the states and also the Central Govt to shoulder the responsibility for renovation of road and deployment of armed forces in the area on priority basis for betterment of both the states. I also request the local MLA, NGOs and Social organizations to take the matter seriously.

A polluted democracy

Dear Editor,

It is very regretful that our elders are shaping our own Arunachal into its worst state. Arunachal once known for its peace, brotherhood, honesty and humbleness is seeing the limelight of violence’s, hatred and cheats. Even the right of democracy is polluted, here democracy may be pronounced as dum of currency.

It won’t be unfair if I define election as the major festival of Arunachal, as in election time you will find a festive mood, every places you visit there will be poster of so called gods and you will get prasad in the form of beer and mutton. Uncle, aunt, brother or long forgotten friends all will have good words or blessing in the form of cash preaching goodness of their respective gods and some bumper winner win SUV and bikes all for free. so, here it starts leading to the presents situation, roads in worst condition, education institutes rotting day by day, health care nil, unemployment at its peak and then corruption increasing day by day. That was corruption, now creator created earth, humans divided us according to continents, then country, from country to state and from state to districts. According to black and white, short and tall and many more, now we Arunachali are dividing ourselves according to tribes.

I know its useless to even write so much as what i have written wont bring changes as now a days life is busy, no one has time for such feeling it only money and power what we want. The famous saying "pen is mightier then sword " here its "money is mightier then pen".

My elders, politicians and officers teach us youngster how to evade corruption not to be a part of it or you will regret the mistake of yours when we will be what you are today.

Till the wheel of a change is steered toward the right direction

Dear Editor,

On one of my return journeys from the interior reach of Upper Siang, I came across a gentleman who looked much older than his age, unshaved and illustriously clothed in a costume vogue during eighties with his music collection glued to mnemonic disco beats.

After much pondering I could make out the reason for such out of place behavior as prolonged lost of touch with the present life styles due remoteness of the place of posting. In addition to earlier six failed attempts, armed with a medical certification declaring his ailment and a couple of recommendations with words mercilessly hammered to a union to create a meaningful sentence; was trying his luck for transfer. May be as sign of gratitude for the free ride I offered him, he shared his personal affairs voluntarily. Poor fellow is soon to realize that it is not documents that buy a transfer but mouth watering cash and lots of it for that matter.

The gentleman whom I have encountered is certainly not a solitary victim of an avaricious mandarin in cahoots with politicians who by now have successfully established a profitable trade of transfer and postings. It is no more a mystery why some babus are sanctified with impeccably enviable talent of sticking on to a certain preferred plump posting since appointment to superannuation; thus making one more a live logo of the department.

Although I personally do not directly belong to the vulnerable flock that fall under the ambit of transfers and postings, but I too felt the distinctive frustrations and sense of rejection whenever a dedicated government employee is booted; more often to accommodate a higher bidder; from one place to another or repetitively denied a deserving place of posting. Reasons could be anybody's fancy but regretfully will not conform to the generally preferred procedural rotational norm. Consequently this unethical practice has breaded three species of government servants irrespective of hierarchical standing.

First those perpetually in look out for a transfer, secondly the cunning lot constantly formulating to deter transfers flaunting their proximity with politicians and higher ups and in between these two, with due apology, the clever monkey that makes the best out of the contest. Undesirable spillover stains of such ill managed affairs due to insatiable material appetite visible to common man are in addition to direliction of duty, rampant corruption, government offices or schools lying almost defunct needing sufficient staffs, common disappearances of basic PDS items not to mention the pathetic condition of road networks. If only the inert wheel of rotational system of transfer and postings is somehow pushed into a squeaking start, the rusting government machineries would have gained some polish to bring about a congenial working atmosphere with boosted efficiency level. But it means sacrificing the money making quid-pro-quo transfer and postings. Ignition switch has to be triggered by no other than the people at the helm of State's affairs themselves by daring to transfer their serving spouses or relatives who have not yet tasted the sweet smell of a country side, for once avoiding the much practiced mock transfers. Till the wheel of a change is steered toward the right direction, District Headquarters; where life obviously is easier and preferred by lax government servants will be congested with staffs while leaving the offices or schools at outpost with an eerie and haunted look.

Provisions and awareness

Dear Editor,

One month since the electricity supply in Miao area has improved to a great extent. The frequency of power cut is much less now than a month ago when people used to be without current for continuously two to three days.

Credit goes to Setong Sena, the Power Minister for bringing certain regularity of power supply. Towards the end of 21st Century it is unimaginable to think of using kerosene lit lamps and candles to make our children do their homework and study for the exams. In the scorching heat of summer the presence of current is a great relief for larger population of the people who do not have the advantage of sharing VIP power lines.

A month back the power cut in Miao area was a common feature to which people have no option but to grumble and complain least heard by anyone.  Today, it is tough for life to go on without basic minimum amenities which ought to be there and suppose to be provided by the Government in terms of public facilities. If the power supply has improved the general public expect and dream for better road condition, improved means of communication, better facility for basic health care system, standardization the education institutions through better qualified teachers and setting of minimum infrastructures and most important and crucial area to be looked into is the PDS with specific reference to provisions distributed to the poor and the aged.

A big question still remains at the speculation of general public as to how the supply of items enlisted in the ration card through PDS gets exhausted before reaching to the hands of ration card holders. Thus, the majority of ordinary citizens of our State still lack much of awareness to their basic rights and provisions entitled by the constitution of India.

FM and news

 

In a major policy decision that is set to change the face of broadcasting in the country, the centre has allowed FM radio stations to broadcast news bulletins from the government-run All India Radio, features and non-political news. Non-news information to be broadcasted includes local administration’s public announcements, natural calamities and health alerts.

The FM stations so far were not permitted to broadcast news.

However the  private broadcasters have not been not allowed to air their own news.

The Cabinet also gave green signal to for the third phase of FM radio privatisation from which it expects to raise `1,733 crore in 227 towns with over one lakh population. The licence will be valid for 15 years.

To improve business viability, only three FM channels per city will be allowed against four permitted under phase 2. The lock-in period of shareholding of promoters has been also reduced from five to three years to give them greater freedom to change ownership pattern.

The cabinet also raised the ceiling on foreign direct investment (FDI)) and foreign institutional investments in FM radio broadcasting companies from 20 to 26 %.”

The new policy would allow private operators to network their own channels across the country and own more than one channel, which should not not be more than 40 % of total channels in a city, provided there are at least three different operators in its jurisdiction.

A company, however, cannot have more than 15 % of the total channels in the country, except in Jammu and Kashmir, northeast and island territories.

The Cabinet has approved of an e-auction of airwaves for FM channels on the lines of 3G and BWA (broadband wireless access) spectrum as recommended by the group of ministers on licensing methodology.
